A recent police chase in Harrisburg that ended shortly before the suspect crashed a stolen car into a tree violated the department’s pursuit policy, PennLive has learned.
The driver, later identified as 15-year-old Kobe Santiago, died from his injuries after the Nov. 25 crash at 25th and Brookwood streets. Two other teenage passengers were injured, one critically.
Harrisburg’s policy, which has been in place since 2002, allows officers to conduct vehicle pursuits only in cases of suspected forcible felonies, which would include the crimes of homicide, robbery, rape and aggravated assault, but not motor vehicle theft or receiving stolen property.
